What is the Signal Framework
What Is the SIGNAL™ Framework? A Parent's Guide to Understanding How Your Non-Speaking Autistic Child Communicates

*By Dr. Catherine C. Acotto, PhD, CCC-SLP*

* * *

In my quarter-century of working with non-speaking autistic children, I have never met a child who doesn't communicate. Not once. Not ever.

What I have met — thousands of times — are parents sitting across from me in absolute exhaustion, convinced that their child is unreachable. That the silence means absence. That the meltdowns mean defiance. That the behaviors that are tearing their family apart have no logic, no pattern, no meaning.

They are wrong. And it is not their fault.

The problem is not that your child isn't communicating. The problem is that no one has ever taught you how to read what your child is already saying.

That is exactly what the SIGNAL™ Framework was built to do.

## The Beginning: One Child Who Changed Everything

Her name was Allie.

She had been labeled dangerous. The school called me in because she was a safety risk — hitting herself every time an adult called her name, escalating into 45-minute meltdowns in the hallway elevator every single week. Staff had tried everything. Nothing worked.

I watched her for a long time before I said anything.

What I saw wasn't defiance. What I saw was a child who had learned — through thousands of repeated experiences — that when her name was called, something painful was about to happen. The self-hitting wasn't a behavior problem. It was a communication. A signal. A warning her nervous system was sending before the system shut down entirely.

Once I stopped trying to manage the behavior and started reading the signal, everything changed.

Over months of what I now call Signal Safety™ — building the predictability and relational conditions that allowed her nervous system to settle — Allie stepped into that elevator. The same elevator that had triggered 45 minutes of dysregulation every single week.

That experience became the foundation of my PhD dissertation. And it became the foundation of the SIGNAL™ Framework.

## What Is the SIGNAL™ Framework?

The SIGNAL™ Framework is a six-layer clinical system that teaches parents and caregivers of non-speaking autistic children to recognize, interpret, and respond to their child's existing communication — before it amplifies into crisis.

It is not a behavior management program. It is not a speech therapy protocol. It is not a list of strategies.

It is a complete lens shift.

When you move through the SIGNAL™ Framework, you stop asking *"How do I stop this?"* and start asking *"What is this telling me?"*

That shift — from management to translation — is what we call the Signal Shift™. And it changes everything.

## The Six Layers of the SIGNAL™ Framework

Each letter of SIGNAL represents one layer of the framework. They build on each other. You cannot effectively layer communication until you can first see the child in front of you.

* * *

### S — See the Child

**Module 1 | Signal Inventory™ · Signal Functions™ · Signal Classification**

Before we can interpret anything, we have to see what's actually there.

Most parents come to me having been handed a list of what their child *cannot* do. Deficit documentation. Developmental delays. Skills not yet acquired. What's missing.

The SIGNAL™ Framework begins somewhere completely different: with what your child is already doing.

The first tool every parent builds is their Signal Inventory™ — a clinical-grade map of every signal their child currently uses to communicate. Body signals. Behavioral signals. Vocal signals. Environmental signals. Pattern signals.

Your child has a signal system. It is already active. The Signal Inventory™ makes it visible.

We also establish your Signal Baseline™ here — not a comparison to what other children can do, but a precise snapshot of where *your* child is right now. This baseline becomes the measure of every single piece of progress throughout the course.

Progress is measured against your child. Not a norm. Not a milestone chart. Your child.

### I — Interpret the Behavior

**Module 2 | Signal Foundations™ · Signal Attunement™ · Signal Amplification™ · Signal Noise™ · Signal Safety™**

Here is the most important clinical reframe in the entire framework:

**Behavior is a message. Not a malfunction.**

Every signal your child sends — every meltdown, every shutdown, every repeated behavior, every moment of apparent disconnection — is serving one of eight Signal Functions™:

1. Signal to Request™
2. Signal to Protest™
3. Signal to Comment™
4. Signal to Greet™
5. Signal to Seek™
6. Signal to Share™
7. Signal to Regulate™
8. Signal to Refuse™

When you know what function a signal is serving, you can respond to the actual need — not the surface behavior.

Module 2 also introduces Signal Amplification™ — one of the most important concepts in the entire framework. When a signal goes unrecognized, the child's nervous system does the only logical thing: it turns the volume up. What began as a subtle shift in posture becomes rocking. What began as rocking becomes vocalizing. What began as vocalizing becomes the meltdown you're now trying to survive.

Signal Amplification™ is not escalation. It is a volume increase on a message that hasn't been heard yet.

Signal Noise™ — the sensory, environmental, and emotional factors that interfere with signals — is addressed here too. So is Signal Safety™: the foundational relational and environmental conditions your child needs before any communication strategy will work.

A quiet child is not always a regulated child. That distinction will change how you see everything.

### G — Get in Sync

**Module 3 | Signal Windows™ · Synchrony Protocol · Interest Expansion Ladder · Signal Fatigue™**

You cannot reach a child whose nervous system is not available.

Module 3 teaches you to find and use Signal Windows™ — the naturally occurring moments in your child's day when they are regulated, available, and open to connection. These are the windows. Everything we build happens inside them.

We also name something real in this module: Signal Fatigue™.

Living in Signal Chaos™ — the overwhelm and confusion of life before Signal Literacy™ — is exhausting in a way that most professionals do not acknowledge and most programs do not address. Signal Fatigue™ is clinically valid. It is named here. And the Signal Community™, which every enrolled family is part of, exists in part because no parent should navigate this alone.

* * *

### N — Normalize Symbols

**Module 4 | Signal Scaffolding™ · AAC · Core Vocabulary · Signal Navigation™**

Once you can see your child's signals and find the windows where they're available, it's time to introduce new communication tools — without pressure, without performance demands, without the expectation of immediate response.

This is Signal Scaffolding™: the deliberate, layered modeling of communication tools at a rate of 30 to 50 models per day, at a 5:1 model-to-prompt ratio. You model. You wait. You model again. You do not demand imitation.

Modeling is the mechanism. Not drilling. Not repetition under pressure. Consistent, natural, patient modeling — embedded into the routines that already exist in your child's day through Signal Navigation™.

This is where AAC (Augmentative and Alternative Communication) is introduced for families considering it — grounded in the research that gave us Aided Language Stimulation and the presumption of competence. Your child does not need to be "ready" for AAC. You need to be ready to model it.

* * *

### A — Anticipate Breakdowns

**Module 5 | Signal Repair™ · SIGNAL Repair Protocol™ · Prevention by Design**

Breakdowns will happen. Signal Mismatch™ — moments when a signal is sent but misread or ignored — is part of every communication relationship.

The question is not whether breakdowns will occur. The question is whether you know how to repair them.

Module 5 introduces the SIGNAL Repair Protocol™ — a five-step process grounded in Functional Communication Training that guides you through Signal Repair™ after a Signal Mismatch™. Repair is not about fixing what went wrong. It is about restoring the relational safety that makes your child willing to try again.

Prevention by Design is the other half of this module: using what you now know about your child's signals, regulation patterns, and Signal Noise™ to restructure environments and routines before breakdowns occur. Antecedent-based intervention. Your child's own data, guiding your decisions.

* * *

### L — Layer Communication

**Module 6 | Signal Generalization™ · Communication Level Scale · All 8 Signal Functions™**

The final layer of the SIGNAL™ Framework is where everything compounds.

Signal Generalization™ — the expansion of your child's communication across new people, new places, new materials, and new regulation states — is the final measure of progress. Can your child's signals travel beyond the one environment where they first appeared? Can the communication toolkit expand?

In Module 6, you revisit your Signal Baseline™ from Module 1. Not as a reminder of where you started. As evidence of how far you've come.

And you now move through all eight Signal Functions™ with fluency — not as a checklist, but as a lens you carry automatically. That is Signal Literacy™. That is the finish line.

## Why the SIGNAL™ Framework Is Different

Every parent who finds us has already tried something. Therapist recommendations. Behavior plans. Online strategies. YouTube. Facebook groups. Some of it helped. Much of it didn't generalize. None of it gave you the complete framework.

The clinical ecosystem your child exists in was built around deficit documentation — measuring what's missing, delayed, or disordered. That ecosystem was not built for you. It was not built to give you clinical-grade tools you could use in your own home, in your own routines, with your own child.

The SIGNAL™ Framework was.

You are the most important communication intervention in your child's life. Not because I say so — because the research says so. You have more hours, more context, more relationship, more history, and more love than any specialist who sees your child for 30 minutes a week will ever have.

My job is to give you the clinical framework that matches the role you're already in.

Your job is simply to stay open, stay curious, and trust that your child is already communicating.

You already sense it.

We're going to teach you to read it.
